This is a "Play as creeper" add-on unit.
Place it down and it will start to suck up surrounding creeper.
Once it is full, it will convert into a flood core, which can emit creep without the use of ERN power.

Hover your cursor over the unit for more details.

Be careful! It is vulnerable to anticreep.
