Today, one of the Newegg Shellshockers will be this older, refurbished PC.  I'f you have an old PC and need a little more oomph!, then this might be a cheap way to get it.  The regular price is $200, but when the Shellshocker deal cuts in at about 6:00pm Pacific Time, it will be even less, usually with free shipping as well.

Specs are not impressive, but for this price you shouldn't expect much and there's a 1-year warranty.

3.0GHz Intel Core2 Duo Processor
4GB Memory
160GB Hard Drive
DVD-ROM
Windows 7 Home Premium (64bit)
1 Year Warranty

No mention of anything other than the rather crappy Intel on-board graphics prevalent at that time, and putting an add-on graphics card into a SFF (Small FOrm Factor) PC might be a challenge.

The HP service manual (http://bizsupport2.austin.hp.com/bc/docs/support/SupportManual/c01563108/c01563108.pdf) lists specifications for two older, low-profile graphics cards. Whether those or other compatible cards can be obtained at a reasonable price is anyone's guess.
