Game window unresponding.

This has been happening for at least a month now. I have not found a solution for this.

CW3 won't respond, no matter what. I can't even click to minimize it or to exit it out, causing me to use task manager. Any way to fix it?

Go to the installation directory (click 'browse local game files' in steam, to find that button, right click the game in steam, go to properties and then local files) and upload 'output_log.txt' in the CW3_Data directory. That should help to track down the problem.

It seem to be crashing at the Steam overlay. Try disabling Steam overlay.

Also try to reboot completely since that may clear some stuff in Steam.

After that, if still no joy, open Steam, click on the Creeper World Game and select Properties. On the Betas tab, select Version 208. See if that makes a notable difference - you seem to have a very old graphics card and some time back Virgil made an update to include a newer version of the Unity Engine and the Steam interface - that may have had an impact. A few people with older devices had issues.

I've tried disabling the Steam Overlay and used Version 208.

If you google around for "steamapi sigill" there are a few folks complaining about similar issues with other games... and all fairly recently.  SIGILL basically means illegal instruction... as in something not supported by the CPU.

I can't see what CPU you have in the game log, but I do see you have a Radeon X300 video card.  That's around 12 years old so I'm assuming the rest of the system might be similarly aged (congrats on getting your money's worth out of that one :) )

Anyway, my guess is that steam has very recently introduced this problem and I wouldn't be surprised if it doesn't affect a range of games running on old AMD cpus.  Steam might get around to fixing this, or they might just leave it.  So if you may start to have problems with other games as well.  I can't fix any of that, but I can set you up with a non-steam version of the game. Send me a PM (private message) here on the forums and I'll see if that works for you.
