All 32 bit versions of the game work on windows 32 bit and are 'safe'.  You'll have to provide more information about when it worked, how it is not working, and what changed on your system before I can help.

Attach your Piriform Speccy output file here . When you create a new post, at the bottom of the window is a link "Additional Options". Click on that and select the file you want to attach.

It might be helpful if you were to actually share the error message that you are receiving.

Try what is in this thread:
http://knucklecracker.com/forums/index.php?topic=14737.0

Are you running the game as an administrator?  If not, try that first.  If that doesn't work, try compatibility mode.  You right click on the desktop icon for the game then go to Properties.  Select the Compatibility tab then check the "Run this program in compatibility mode" checkbox.  Select earlier versions of windows (like XP SP3) and see what happens.

--edit--
Also, you may want to just stick with the 32bit version of the game.  If 64bit made no difference, just stick with 32bit for simplicity.

I still get this when running the 64 version:

Unable to load mono library from "C:/CWTHREE/CW3_Data/Mono/mono.dll" (error = 126).

I still get this when running the 64 version:

Unable to load mono library from "C:/CWTHREE/CW3_Data/Mono/mono.dll" (error = 126).

Based on that error, you may be having the same problem as described in this thread:

http://forum.unity3d.com/threads/195932-Error-126-%28Unable-to-load-mono-library-from-%29

If that is the case, you might try the solution listed in that discussion, which is to install the "x64 Microsoft Visual C++ 2010 Redistributable Package" from http://www.microsoft.com/en-gb/download/confirmation.aspx?id=14632

Exactly... There is a link to this package next the the 64bit download you get after purchase as well.  This is a one time download and install.  It is already installed on well over 90% of machines already.  But not being able to load the mono.dll in the 64bit version... that's the exact problem.

That said, the 64bit version will probably still crash like the 32bit version, though, once past that problem.

Uninstall cw3. Download and install the 32 bit version of cw3. Once installed right click on the desktop icon and choose properties. The choose compatibility. Then choose 'run as' and select Xp sp3.

Lastly make sure you are loggedin as an admin or that you run cw3 as an admin.

Have you followed any of the previous instructions?  Run as an admin and run in compatibility mode.  Read the previous messages for instructions on how to do this.

Well, I'm out of options for you.  Check your email for more info...
I will soon be releasing a new beta build built with a later version of Unity.  There is a minuscule chance this might work on your system so you are welcome to try that.

Other than that I might say that you can plug a mouse into your laptop so you can play there...

I think you should clearly understand this. The chances that any new version will work on your desktop is miraculously small. It is not a hope that you should base any future expectation on.

You are better off having a technician look at your machine and see if they can fix whatever is needed to get the game running. Giving remote support when the other party is not technical nature is very difficult and beyond the scope of what we can offer. It is my understanding that Virgil has also refunded your purchase fee and thus we have no further obligation in this regard.

I'm sorry, but some things are just too difficult.

Get a technician to look at the computer, that is the best advice yes!

Ask around your friends, or at places you trust locally, such as your church, the YMCA or other places for someone they could refer you to. Don't use Geek Squad at Best Buy.

http://www.findmeatech.com/ may be a good place to start, otherwise, search online for something like 'computer technician near me'.
