Key binding bug

[Harkler]

When I set Pause to Space (or any other key), Step During Pause to Ctrl-Space (or Alt-Space), and then hit Ctrl-Space, instead of stepping forward 1 frame, it randomly steps forward 0, 1, or 2 frames. (I got a mouse with programmable buttons, and am trying to fit as many shortcuts on it as possible)
