TL;DR: Omnis don't target anything other than mire and struc that is over or behind the mass of land higher than land omni is on.

Well, there is little to add to tl;dr version. I threw together a map to test anything I can think of - ships, doppels, particles, emergent. I wanted to test enemy cannon shots, but omnis seem to ignore them (ship cannons try to counter enemy shots). And while ship cannons target anything in range, omnis wouldn't target stuff higher than them or behind a wall. Even enemy ships seem to "glide too close to surface" for omnis to fire at them.

And it's quite well obscured, too. Of course, omnis fire at mire at any height and their shots, if missed, would happily hit anything they meet. But also height restriction applies only to acquiring target, and omni aim adjustment for moving targets would cause omnis to fire over higher land.
