Title: [Bug] Range 0 mines are wonky

There is a range 0 mine and my poor Guppy can't get any energy from it, but it will circle it endlessly, waiting for energy that will never come.
A range 1 mine doesn't have this problem, even if in the animation the Guppy is outside the range.

I'm also pretty sure that a range 0 mine can't power its own discharger/cannon/lathe, if Virgil needs I can setup a test map later.
