CW3 will not start. At all.

So I recently downloaded CW3 from Steam and cannot for the life of me figure out why it won't start. The game downloaded fine but every time I try to open it, a small black window opens and will not go away or load the game (attached is a screenshot of the window that opens). I end up having to quit the application from the activity manager every time I open it.

I've tried just about everything mentioned on both this website and Steam support but nothing works. It won't run in Steam offline mode, all of the paths it needs are there (I think), deleting and re-installing the game does nothing. I'm stuck.

Here's the log file but I can't find anything terribly wrong with it (I might be missing something obvious though)

From the log, the problem is the game can't communicate with the steam client...
"[S_API FAIL] SteamAPI_Init() failed; ipcserver init failed ."

Here's a similar issue for a different game:

You can google around for "ipcserver init failed" and get a range of hits with some suggestions.  Some say reinstall the steam client, other say to start that service manually, others say there are issues with case, or OSX version.  In general the game does run on OSX (the steam and the non-steam version), so we're looking for something along these lines...
